FCC Chairman unveils plan to reverse
Obama-era internet
rules
The nation's
top telecommunications regulator unveiled
a plan Wednesday to dismantle the tough
net neutrality rules which the FCC put in
place in 2015, that prohibit broadband
providers from giving or selling access to
speedy internet, essentially a "fast
lane," to certain internet services over
others. The Rules were adopted over the
objections of major Internet service
providers. The 2015 rules reclassified
internet service and tightly regulated
providers as if they were utilities.

The 70th
annual Cannes Film Festival is scheduled
to be held from 17 to 28 May 2017. Spanish
film director and screenwriter Pedro
Almodóvar has been selected as the
President of the Jury for the festival
with Italian actress Monica Bellucci
hosting the opening and closing
ceremonies.
Roman
Polansky joins Cannes film festival
lineup. The director's latest thriller
will premiere at the
festival. The
announcement arrives as the film-maker's
lawyer
continues
to battle for the Oscar winner's return
to the US after he
fled in 1977. Last month, Polanski was
denied the promise of "special treatment"
if he came back to the US. Polansky has
spent the last 40 years in
Europe.
The Rosemary's Baby director's new
thriller Based on a True Story will play
out of competition. It stars Eva Green as
a mysterious woman who tries to insert
herself into the life of a famous author,
played by Polanski's off-screen wife
Emmanuelle Seigner.
Polanski's last
film Venus in Fur also received its
premiere at the Cannes film festival and
won him the Cesar for best director. Last
year's festival saw controversy for
director.

Ajit Pai, a
Republican appointed by President Trump to
chair the Federal Communications
Commission, has been an outspoken opponent
of the rules because they subject
broadband providers to the same
utility-like oversight as conventional
phone companies
AT&T, other
telecom companies and industry trade
groups sued to block the rules, arguing
the FCC exceeded its authority in
approving the regulations.
In June 2016,
a federal appeals court upheld the
regulations. Said ruling could make it
difficult for the FCC to reverse the net
neutrality rules.
Pai said that he
had sent a proposal to his fellow
commissioners that would repeal that
regulatory oversight as well as the
agency's vague general conduct standard,
which sought to protect Internet users
from future unreasonably discriminatory
practices.
The
Republican-controlled agency is expected
to vote next month to open a formal
process to repeal the rules, seeking
public comment on how to ensure net
neutrality without what Pai called "the
overhang of heavy-handed regulation."
One option could be
for broadband providers to include net
neutrality promises in their terms of
service, subjecting them to enforcement
action by the Federal Trade Commission if
they reneged. Pai did not provide any
specific ideas Wednesday, although he has
met in recent weeks with telecom and
Internet companies seeking input.
His decision to
start a rule-making process, which would
last for several months, is likely to
trigger a repeat of the outpouring of
public comments and debate that engulfed
the FCC in 2014 when the agency considered
the net neutrality regulations.
Democrats, consumer
advocates and public interest groups
blasted Pai's move, saying it threatened
to give big broadband providers too much
power over the Internet.
But Pai said a
"light-touch regulatory framework" had
allowed the Internet to become "the
greatest free-market success story in
history." The FCC needs to return to that
approach, he said, instead of a
politically inspired Democratic power grab
that "put the federal government in
control of the Internet."
Democratic Senator
Edward Markey predicted Pai's plan to
overturn the rules would face a "tsunami
of resistance.

PARIS-- Paul
Telegdy, President of the Alternative and
Reality Group at NBC, and Meredith Ahr,
President of Universal Television
Alternative Studio, will deliver a joint
keynote at MIPTV 2017.
The
global entertainment content market, MIPTV
takes place in Cannes, France, from 3-6
April 2017.
Telegdy
and Ahr will discuss the NBC network and
studio's current and upcoming slate of
programming and examine the evolution of
free-to-air broadcast TV in an age of
fragmented audiences and on-demand
viewing. They will talk about the changes
brought about by social media disruption,
and their desire to innovate and update
all aspects of development, production and
programming that will be key in reaching
global viewers.
A former BBC
Worldwide executive, Paul Telegdy was
promoted to the newly created position of
President, Alternative and Reality Group,
NBC Entertainment in June 2016. He
oversees NBC's unscripted series and
specials programming, including such major
franchises as "The Voice," "America's Got
Talent," "American Ninja Warrior," "Little
Big Shots," the Golden Globe Awards show,
and "Running Wild with Bear Grylls."
Upcoming series, which are produced by
Universal Television Alternative Studio,
include the recently announced "World of
Dance," executive produced by Jennifer
Lopez, who sits on the judges' panel, and
"Common Sense," executive produced by
Stephen Lambert.
Meredith Ahr , who
reports to Telegdy, was named President in
June 2016 of the newly created Universal
Television Alternative Studio, an
initiative that supplies shows to NBC as
well as other broadcast and cable
networks. The studio's most recent hit,
"The Wall"-- hosted by Chris Hardwick and
executive produced by SpringHill
Entertainment and Glassman Media &emdash;
was recently commissioned for 20
additional episodes. The studio also
successfully launched "Better Late Than
Never," starring Henry Winkler and William
Shatner, which has been picked up for a
second season and will soon debut the
first season of the dance competition
"World of Dance."
From 2012-2106, Ahr
was EVP, Alternative Programming at NBC
Entertainment, where she oversaw all
alternative series for both NBC and
Universal Television. She was also
responsible for creative oversight of
Universal Television's roster of reality
producers and first-look talent deals to
bolster the studio's slate of productions
in the unscripted arena.
Their joint Media
Mastermind Keynote will take place in the
Palais des Festivals' Grand Auditorium on
Monday 3 April at 5:20pm.

The NBS Speedollar concept
®©
of monetary exchange between the
sellers of Goods, Products, and Services
was perfected in the mid-60s in Pasadena,
California. The monetary exchange was the
Signet Credit Card System that issued the
first Signet Credit Cards.
In today's world the name$Speed$$
®©
is now referred to as: credit card, a TAT
Agreement, a mobile dollar exchange,
ClearXchange,
Venmo,
or Zelle, said K.
Stubblefield spokesman for
www.speedollars.com.
As millennials 'Venmo' each other money
online tools and apps could someday
overtake cash and checks as the primary
way individuals pay each other.
These systems will get a lift later this
year when a coalition of the nation's
biggest banks roll out Zelle, a mobile and
online money-transfer network that will
let any customer of nearly every U.S. bank
send money to customers of any other bank
using only a phone number or email
address.
Online and mobile peer-to-peer or p2p
payment systems have grown rapidly over
the last few years, and that is expected
to continue. In a report published this
month, finance industry research firm Aite
Group estimated that Americans made about
$147 billion in digital p2p transfers last
year, up from $100 billion the year
before.
Later this year, a company owned by some
of the nation's largest banks, will
release Zelle, a payment system built to
compete with Venmo and others.
Zelle
traces it roots back to 2011, when Bank of
America, Wells Fargo and JPMorgan Chase
set out to build a system -- initially
called ClearXchange -- that would allow
their customers to send money to each
other using only phone numbers and email
addresses. Before, customers could only
transfer money to friends and family by
entering account and routing numbers --
information customers often didn't know
and might be concerned about sharing.
The
biggest players in the market are still
the banks, though they didn't do great job
of explaining that ClearXchange would
allow customers to send money to customers
of other banks. And part of the problem
was that every bank has its own name for
its ClearXchange-powered p2p system,
including Chase QuickPay, Wells Fargo
SurePay and Capital One P2P Payments.
Facebook and Google, too, allow users to
send money to friends. Google has Google
Wallet, which started as a mobile wallet
app but became a p2p payment tool in 2015,
and Facebook users have been able to send
money through Facebook Messenger since
2015.
Though
Venmo and other non-bank payment systems
are still a small part of the p2p market,
banks hope, to make digital p2p
payments more mainstream, but want to make
sure they keep their place in the
financial order and keep their
customers.
Venmo is arguably the biggest name in
peer-to-peer transfers and like like
Google, Uber is in the process of becoming
a verb -- as in "Venmo me."
Founded in 2009, the company was acquired
in 2012 by payment services provider
Braintree, which was acquired the
following year by online payments giant
PayPal -- which offers p2p payments under
its own name too.
The
$peedollar$ concept of the 60s, is now the
tool millenials use as the primary way to
transfer money and pay each other.

Troy Cory was among the first
international entertainers and the first
American entertainer to perform in the
People's Republic of China, beginning in
1988. In itself a notable
culture-historical feat, in view of
China's closed door policies of the late
70s and well into the 80s. The PRC's
administrative climate in comparison is
much less restrictive now and China's open
door policy enables many entertainers to
introduce themselves to the populace
